Good morning to you all and welcome to the second Member Briefing for March, when the days will officially become longer (you know what I mean) and thoughts begin to turn to land clearance around dwellings. In the April edition of UPDATE magazine we’ll have the details of what you must do and by when, with regard to clearing of land around your home ahead of the high-alert season for fires.
We’re sending this one a little earlier this week as there are strikes today in some areas and we wanted to remind you to check before you go for appointments, so here’s this week’s information;
Strike in Public Services
As mentioned above a reminder that Frente Comum de Sindicatos da Administração Pública (Common Front of Public Administration Unions) announced a national 24 hours strike for today. Public Services might be closed, please make sure you check before travelling to an appointment.
Annual General Meeting
The AGM will take place on Saturday the 1st April at the Hotel Jardim do Vau. The meeting will start at 10h00 and the AGM booklet can be downloaded here. If you are intending to go to the AGM please let the office know in advance, so that we can make sure there is adequate seating. There are no motions to debate at this year’s meeting.
Daylight saving time
On the 26th of March 2023 the Daylight Saving Time starts and the clocks will go forward 1 hour on Sunday morning at 01h00 (Portugal and Madeira) and at midnight for the Azores.
Just a reminder, Spring officially begins on the 20th of March at 21h24.
Pediatric emergencies closed
The Pediatric emergencies will close at night from April in the Lisbon and Vale do Tejo area.
Those services at the hospitals S. Francisco Xavier (Lisbon), Beatriz Ângelo (Loures) and the Centro Hospitalar do Oeste will close at night from the 1st of April, announced the Executive Board of the SNS.
IRS filing dates reminder
A reminder that between the 1st of April and the 30th of June, the period for submitting the IRS declaration takes place, through the Finance Portal as usual and that by the 31st of July, the AT must send the IRS settlement notice to the taxpayer.
By law, the Tax and Customs Authority (AT) has until the 31st of August to return to taxpayers the extra IRS withheld at source, if the declaration is delivered within the legal deadline and validated without discrepancies, although in recent years due to the electronic submissions procedures the refunds have usually been returned earlier.
Some Members might have received an email from Finanças with a newsletter on IRS Deductions stating the following:
As of the 16th of March, taxpayers can consult the amount of expenses that will be considered in the IRS deductions. If you notice any omissions or inaccuracies in the expenses:
• family bills (gerais familiares), or invoices for expenses entitled to IVA (VAT), can be claimed up to the 31st of March
• health (saúde), education (educação), homes and real estate (lares e imóveis) enter the correct values in the IRS declaration
[annex H, table 6C1] to be delivered from the 1st of April.
Alojamento Local
Members might have heard that the government has proposed a new habitation law. New licences for Alojamento Local in certain areas are included in the plan, but the final law will only come out after the end of March, as the public consultation has been extended. If we have more information that might be of interest, we will let Members know after the law has been published.
Strike in Portuguese Consulates abroad
The Union of Consular Workers and Diplomatic Missions Abroad (STCDE) also calls a strike for the 3rd, 4th, 5th, 6th, 10th, 11th, 12th, 13th, 17th, 18th, 19th, 20th and 24th of April at consular posts, diplomatic missions and cultural centers of Camões abroad. If you are in the process of applying for a visa or other business with the Portuguese Embassy or Consulate in a country abroad, you may not be able to reach them on the days mentioned above.
